Why is Celebi shiny in Explorers of Sky?

Celebi appears during the post-game. After beating Purity Forest for the first time, Celebi has a rare chance to appear in Mystery Houses. If a Shiny Celebi is encountered, simply talking to her will recruit her into the player’s team. Celebi is the only Shiny Pokémon to not be encountered as a Strong Foe.
