How do you get Power Treads in DOTA 2?

As many of you guys already know, there are 3 different ways to build Power Treads in DOTA 2. You can make it with the following ingredients Boots of Speed, Gloves of Haste and either Belt of Strength, Band of Elvenskin or Robe of the Magi.
